I thried Ctrl+Shift+F8 on 4.6C, 6.20, 6.40 it works. And here is a quote from 4.6C:
Global settings for all users:

o Change the logo in the right-hand side of the initial screen

    - To put your company logo in the right-hand side of the initial
        screen:
Put your picture in the database with the transaction SMW0
"Binary data" options, e.g. in ".GIF" format.
Put a record with the picture name in the key "START_IMAGE" of
the table SSM_CUST in the View maintenance transaction SM30.

    - You can adjust the picture to the window size automatically or center it in the right-hand side of the initial screen
("RESIZE_IMAGE" "YES" or "NO" in the table SSM_CUST).

  - You can deactivate the picture globally so that noone sees it
with "HIDE_START_IMAGE" "YES" in the table SSM_CUST.
User-specific picture display settings are then ignored.

Pls. be aware that using background picture slows down the connection (we additionally use "low connection" setting in SAPLOGON.INI files).

Which version are you talking about? I tried the Ctrl-Shift-F8, but it does not work in 4.7. Any way, if you can find a BC360 course, it's described there how to change the background picture.
