I would guess local, but if you have not had this problem before then I need to ask. Also, when does your recipient update service run? Typically this takes place in the wee hours of the morning once a day by default unless you change it. You could manually run the RUS, have you tried that? Also, are you running in cached mode? Try taking outlook off of cached mode and looking again in the GAL, sometimes the cached copy doesn’t get the update and if that is the case you can go into send/receive settings and download the Offline Address Book. Look through your event logs of OAB errors or GAL errors if none of these suggestions work.
