I had a similar issue with Symantec Endpoint Portection 11.0.xxxx. I am also running the management console on a Windows 2003 Domain Controller.
Yes, the server was promoted to a DC and the network administrator did use the admin account login. The network administrator finally got it to the point where she can now log into the symantec management console, but now we receive the error message unable to communicate with report components. All we are able to do is view the different groups of PCs but can't view any reports and policies. I printed out some solutions from symantec website regarding the report error message for her to try and she said she tried those (i.e. iis), the one thing she did not try has to do the GP which she is hesitant to do anything with. Your help is greatly appreciated.

Was the Symantec Console on the server you promoted to a DC? If so, what was the account you used to logon to Symantec? I guess is you were using a local account, like the administrator which is no longer available once you promoted the server.

Let us know more information or you will have to contact Symantec like Technochic suggested.
