I’ll recommend you to try to isolate the problem.
For the record, I don’t personally know Baylan Switches. I don’t know if they have any particularity – I assume they don’t, and this answer only relies on common sense.
- Check every cable you’re connecting to that Baylan 24 port switch;
- Check if you are connecting a cross-over cable to a MDI-X port;
- Check each and every individual port for problems.
Is this a new switch? Was it used before? Does this switch have any king of management console/interface? If so are you able to make a full reset f it?
The problem you’re describing, seems to be related to (excessive) collisions / bad cable or a network loop.
