Canon IR 3235 on AS/400 goes into pending mode won’t print

I have a Canon Ir 3235 that stopped printing and went into a pending status mid print job. Its attached through a network and the other ms server can print and I can ping the address. I deleted and recreated the OUTQ and DEV description and it still goes to pending. I have seen this before when there was no lickey for psf files but as I understand it you only need the lickey for psf if you are emulating a IPDS printer. Any ideas?

Software/Hardware used:
IBM OS400 rel 5.4

I got it to work by deleting all dev descriptions and outqs related to this printer but when I re-created them I created a remote outq first then the dev description.this seemed to work but I still dont know what changed that started the problem in the first place.
