Cannot set up new user on client. Get following error

I cannot set up a recently newly registered user on a client. I get an error message that says "your certificate has not been signed by the certificate authority. Please try your request later. I've tried to unlock the ca id and when I use the tell ca command it tells me the process does not exist or does not allow the tell command

Problem
The following error occurs when newly registered users attempt to access servers in their domain. The users were registered using the Domino® server-based Certificate Authority (CA Process).

“Server Error: Your certificate has not yet been signed by the Certificate Authority. Please try again later.”

Also, the AdminP request in “Certification Authority Requests\Certificate Requests” view of the admin4.nsf failed with the error: “User not found in Domino Directory.”

<b>Cause
This issue can occur when the creation of the Person document takes longer than it takes for AdminP to process the “Certificate Request.”</b>

Solution
This issue was reported to Quality Engineering and has been fixed in Lotus Domino 7.0.2.

Security fix
SPR# LPEE6HRQ58 – Domino AdminP will now retry certain requests (recertify is one of them) at expanding time intervals (retry in 5 mins, if fail retry in 1 hour, if fail retry in 24 hrs) to allow for delays in replication and user registration.
