Cannot boot laptop

I have a C850 toshiba WITH WINDOWS 8 when I try to start I get a message "NO BOOTABLE DEVICE--PLEASE RESTART SYSTEM" This happens even when I have the windows 8 disk in my laptop. How do I get my laptop to boot?

windows 8 installation disk

    Sounds like the boot sector is corrupt or the drive has failed...are you telling the computer to boot from your Windows CD? Did this just start happening out of the blue?

    You should check for the primary boot device setting in your system BIOS setting.

    Sometime it's F1 or F2 when you boot your system. then you should see a menu listing startup options and the values.

    what happened was I was attempting to return to factory settings by pushing the 0 during boot I followed all of the instructions, then i tried to reboot and got the black screen. What I really think would be more practical would be to just reload windows, but I do not know how to go about it and is not reading the disk. What must I do to get it to read the installation disk

    You may need to boot from the CD/DVD drive instead of the hard drive.

    You can change this primary boot drive setting in the BIOS start up. Other than that talk to a local repair shop and ask for a recommendation.

    I have tried all of these things prior to joining this site, USB boot, Installation Boot, Recovery software, Nothing I have done has had any effect. The only hot keys that work are F2 for Bios, F12 for boot menu, When I change the Bios or the boot menu, menu to accept either USB or DVD, it has no effect. What I would like to do is wipe the hard drive and do a fresh install of windows 8, so if anyone has any ideas about how accomplish this please let me know.
