windows xp home edition
cannot use add remove programs
cannot use network neighbourhood
I am fixing a friends computer and someone locked the administrative account and all accounts so you cannot uninstall programs or browse the network.
I am guessing they edited the registry but i am at a loss as to where to look.
any help would be appreciated.

If that doesn’t work, run an installation and use the “Upgrade” path and it will restore system files and reset accounts, while keeping your software and other files in tact.

If they just locked the abilities listed for all accounts and you can still use the administrator account for other administrative issues, try adding a new account with administrative priviledges and check it to see if it can perform the functions you require. That will let you know whether they tied the policy to the specific accounts listed or it is a more general setting.
