 Can you use ESA with Carrier Remotes that need to dial different PSAPs?

I have a 4.5 switch that has 2 Carrier Remote sites loop 56 and loop 40. I have the loops TARGed out and point 911 calls to local truncks installed on the remote loops. 911 dialing works now but I have 3 different routes built that dial 2 different PSAPs. If I set up ESA (we need the on site notification to work) I can only create 1 route and it will route all calls to a single PSAP. I have search the Nortel docs and I cant find anywhere that is tells you ESA is not supported in a carrier remote config, or the documentation on how to set it up. Anyone have a clue??
