If the partition on which you want to install the Windows vists is already NTFS, there is no need to format. If it has other file system, then you need to format.

It is important to note that you need to format just the partition in which you want to install the new operating system, so if you have one partition for you current OS and have other partition, you don’t need to format the partition where you have currently you operating system, but just the other one.
