Can specific options within the Go perform menu be called by a program?

Yes and no. If you know what to call and what parms to pass, you can do the same. But it's unlikely.

The more likely possibility is that your program would run one of the commands that get installed with Performance Tools.

Look over commands in the QPFR library to see what might be available to you.

Can you explain what you are trying to accomplish? Since GO PERFORM already provides the options, why do you need to provide them again?
