Short answer is no. You will need at least Oracle Forms services.

If you want to be able to run your applications on other servers (JBoss, or tomcat for example) you will need to develop using other technologies, such as Oracle ADF.

Also, you can avoid the use of the Application server, by developing with Oracle Application Express (also known as ApEx)
