i am using SQL 2005 and i have Tomcat as an Application Server i want
to use Mirroring on my DB and i am looking for the way that let me make
Tomcat as my Witness server

No, Tomcat cannot be used as the witness. You could install SQL Server Express on the server with Tomcat on it and use that SQL Express install as a witness, but you have to use a SQL Server Product to be the witness.
