Can I use 0.0.0.0 as a valid IP address?

This may sound like an odd question (I promise it isn't for schoolwork) but is 0.0.0.0 a valid IP address? I'm trying to get my program to store it as an indication that no address is in use. But I'm worried that it won't use it because it's not valid.
