Effectively yes, although the exact deployment of the System Center products will depend on your architecture. For example, Operations Manager has the ability - using the gateway role - to manage branches and untrusted domains all from a centralized console. Configuration Manager, Data Protection Manager and the other products all have recommended deployments for different scenarios.
