Can I control the cache on Rackspace cloud storage?

On our website, users are allowed to upload avatars (and they change quite often). We also have a strict URL that won't change (because it's displayed in some cached parts of the site). We tried to set on my Rails application the following fog attributes to disable caching but we're not getting anything out of it. Here's the code:
config.fog_attributes = {'Cache-Control' => 'max-age=1', 'Expires' => 1.day.ago.httpdate}
So basically what's happening now is when a user uploads a new avatar, it takes hours for the previous one to go away. Does anyone know how I can control the cache on Rackspace Cloud Storage?

One of the most important things you can do while using Rackspace cloud storage is to control the cache. Overall, this task will allow for better performance of a website because controlling the cache will temporarily store data that was most recently accessed. As a result, the response time for the request of accessing the website is less and there is less load as a whole on the server.

To control the cache, you will have to access the Cloud Control Panel or the Cloud Load Balancers API. In either case, go to the details screen and scroll until you find the Optional Features area. Next, you should click on the pencil icon located beside the “Content Caching” option. This will effectively disable or enable content caching.
