Can a telephony architecture possess both VoIP and PBX circuit switched capabilities? Can someone explain how? Thank you.

Yes it can .

If you mean standard PBX and Voip enabled PBX .

We use Asterisk and usually Via PSTN or ISDN can talk to non VOIP PBX
