Call Manager 5.1 Timeout

Using CM 5.1, when I dial a number from my 7960, 7961, or 7970, it times out really fast and goes to a fast busy. For example, if I dial 630-555-1212, but dial too slow, my call goes to a fast busy after a few seconds. Any ideas on how to increase this time to more like 15 seconds?
