It sounds like a permissions issue on the server. We would need more information such as are you using Exchange or just outlook. What versions, service packs and the such.
It could be as simple as a service pack or update that needs to be installed. But it could also be a explicit deny somewhere or another security policy.

We have a user that cannot open calendared (Public Folder) items, from his XPSP2 laptop, using OWA (Exchange 2003). I’m almost sure it’s a browser issue because, when using another computer, the user can open these same items. I do not see any popup blockers in place, or IE privacy and/or security issues.
