 Blocking users on Windows server 2008 from downloading Adobe PDF reader

Is it possible to block users on a Windows 2008 domain from installing any form of Adobe PDF reader. We want to use third party applications that normally do not suffer from as many exploits as Adobe. How can we achieve this.

if you have proxy, then just block download from that website…or if for more safety, dont allow downloads at all..
