Blocking user internet access

Hi, we are currently using a Fortigate 60 Firewall. I need to block user internet access via the firewall. I have been told that this can be done by creating a user group. The users need to be setup with there MAC address and this is what will be used to block the access.

My problem is that I'm new to the firewall and I'm not sure how to setup the users and the group. Also, once the group has been setup, I'm not sure how to setup the policy.

If someone can point me in the right direction that would be much appreciated.

    Hi, I'm afraid I'm going to need some further assistance with this setup. Is anybody out there that can tell me how to setup a user group that will block internet access? I can't work out how the firewall will identify the user. Is there a location where I can specify the MAC address of PCs that I want Internet access blocked from and then add these computer MAC address list to a Internet block policy?
