Blocking of torrent downloading is not easy unless you have an application level firewall( "untangle" linux box, or "WFilter Enterprise" like software).

However, there have things you can try:

1. Block downloading of ".torrent" files and "application/x-bittorrent" content type in your ISA server.

2. Limit maximum concurrent connections. Bittorrent will connect hundreds of connections for better speed, so limit the maximum connections number can limit its downloading speed.

3. Forbid installation of bittorrent like programs(bittorrent, utorrent, bitcomet...) in your AD group policy.
