Block traffic says "firewall" to me. If you have a problem with a specific destination, seriously consider a "deny all" for traffic with that destination by configuring your firewall.

Blocking of torrent downloading is not easy unless you have an application level firewall( “untangle” linux box, or “WFilter Enterprise” like software).
However, there have things you can try:
1. Block downloading of “.torrent” files and “application/x-bittorrent” content type in your ISA server.
2. Limit maximum concurrent connections. Bittorrent will connect hundreds of connections for better speed, so limit the maximum connections number can limit its downloading speed.
3. Forbid installation of bittorrent like programs(bittorrent, utorrent, bitcomet…) in your AD group policy.
Torrent clients (and users ) are quite inventive when it comes to circumvention of firewalls, etc. Maybe a more productive approach is to (1) set high QoS priorities and scores for the necessary applications; (2) take some measures to force torrent traffic into TCP like closing all unnecessary UDP ports (torrents on UDP are absolutely irrepressible); (3) let the torrent clients use the rest (could and should you afford firing the abusers?)…
