OpenDNS is a good starting point to what you’re trying to do. It provides monitoring (no only restricted to WiFi clients) and it provides ways of blocking what you want to block.
My personal experience with Untangle was very good. It provides you all of the above and much more. This needs a dedicated machine to run the software.
Remember that your users should not be able to change network configuration – IP address, DNS, Proxy server – and also shouldn’t be able to install software.
you can use Open DNS or Norton DNS.
