U may use IPSec policies with GP & create rules that may block the unwanted IP addrs.
OR, configure the firewall / proxy implementation between the terminal server comps.

You may be able to set up rules in your firewall permitting only certain ranges of IPs. We’d need more info on your equipment in order to give good direction there.

i agree with koohiisan, if there is a firewall infront then you can do it..
Are the IP addresses from Known clients or from Unknown. If from known clients then you might also allow from specific users in AD for the RDP
