Block Outgoing Non-Encrypted Attachments

Our infrastructure consists of Exchange 2003 and MessageLabs. Clients are using Outlook 2003. Is there a CHEAP way to reject all outgoing emails with attachments that are not encrypted/password protected?

I am sure it will involve a third party application, but “cheap” is hard to define. It depends on how many users you have that will require licenses. We went with Zix, but that involves additional servers to handle encryption. Not “cheap” money-wise, but what cost can you put on data theft? If it saves us money by preventing data theft, then that is still “cheap” IMHO.
