Q: how to block dynamic IP address assigning to workgroup systems?
A: Turn of DHCP from the Network properties or create a seperate DHCP scope and add the Workgroup server in as a reserved address. This would also give you Dynamic DNS for the workgroup servers.

Q: the domain network nodes only can access the IP address?
A: I am guessing this is a DHCP question and not server access. Removing the NIC property to use DHCP should do what you require but the reservation outside of your scope would work better.
If you are asking about access then your best bet would be to use a seperate subnet and firewall control access across the route.
