In my experience any organizational change should be backed up with data on how your staff spend their days. Hopefully you have some mechanism of time tracking that keeps information on the kinds of work your staff performs. If you do it should be easy to show that the effort in hours for a given set of related tasks has risen historically to the point where you need a separate team dedicated to performing such like tasks into the future.
