I think you need to show them why you really need to form this group, what will be the advantages of having it and how it will benefit the company (better if expressed in monetary terms) , and also what the risks are if the team doesn't exist. You need to show them that the benefits are in fact greater than the costs associated to it. Try to think the way they think, and make your point with that in mind.

In my experience any organizational change should be backed up with data on how your staff spend their days. Hopefully you have some mechanism of time tracking that keeps information on the kinds of work your staff performs. If you do it should be easy to show that the effort in hours for a given set of related tasks has risen historically to the point where you need a separate team dedicated to performing such like tasks into the future.
