You can use a Group Policy to add what you want to Internet Explorer.

Add Favorites - User Configuration/Windows Settings/Internet Explorer Maintenance/URLs/Favorites and Links
Add Trusted Site - User Configuration/Windows Settings/Internet Explorer Maintenance/Security/ Security Zones and Content Ratings
Change Settings - Computer Configuration/Administrative Templates/Windows Components/Internet Explorer
