Directory permissions will still need to be manually set if you want them other than “full control”
Here’s a nice article describing how to do it via a script. Then when you do the script itself, you can use Group Policy to push the policy to whomever you decide to. In my environment, we have an OU dedicated to all users (regular non-admin or service accounts). Assign this policy to this OU and you are set.
