First, you need to clarify the roles of these stakeholders. Are they 'responsible', 'accountable', 'consulted', 'informed'? Depending on their role, their responsibilities change. In a data governance (DG) project, you typically have a data governance chair (with responsibility for overall DG program), data stewards, data owners etc. Data steward is a key role either responsible for one data entity or multiple data entities to make sure that data pertaining to that entity adheres to standards, clean etc.
