Are there any major changes in V7.1? Such as with commands WRKWTR, WRKOUTQ, etc.

Yes, there are major changes in 7.1. What I would suggest you need to do is review the 7.1 Knowledge Center.

If your interest is in incompatible changes to existing commands then go to the 7.1 Knowledge Center, select About IBM i Information, and then select Memo to Users. Every release has a Memo to Users which documents those changes that may impact previous behavior of i functions.

If your interest is in new capabilities for existing commands then review the documentation for the command in the Knowledge Center.
