The answer to both questions – object security
Change the security for all production files to file update, delete and add options for public on security
Programs must use owner authority and the owner must have all file authorities.

    A few ways to tackle it... you can use object security... if they are coming in via ODBC you can create a user profile that has read only access. If users are writing reports, like with Query/400, change over to Query Manager where you can secure all this stuff by user profile. -John Andersen
