In fact AS/400 file members come closer to Oracle Partitions...

DB2 Multisystem implements database partitions through a form of database file members.

But how did Oracle come into this question?

Database partitioning is done through the (5761SS1 option 27 for i 6.1) DB2 Multisystem option. If you do not have that option installed, you will need to order and install it.

As Phil noted, LPARs and database partitions are very different. In many ways, they are not related.

An LPAR is an second instance of the entire system and it is not a small question.
LPAR is not equilvant to Oracle Partitions. DB2/400 does not need database partitions.
