That depends upon your environment HMC is not must with out HMC also you can work with SST option 5

The HMC is only used for partition management of the Power 5 and above machines.

The SST option 5 is only applicable to the Power 4 models or older that support logical partitioning.

The 2 are mutually exclusive.
