Where are you seeing the error? What is the message identifier? Most importantly, did you do what the message says — Contact Help/System?
I would guess that the product license code needs to be applied to the product, but there’s not enough info to be sure. If a license code has been applied, was it a permanent or a temporary code? When was it applied? Did it ever work? (Is it for your system serial number/LPAR?)
