Answer Wiki:
You need to set Security Auditing. Good start is www.iseriesnework.com, but you must register as a Pro member (and it must be paid). Direct link: http://www.iseriesnetwork.com/artarchive/index.cfm?fuseaction=viewNewsletterArticle&articleID=51323&webID=1001&override=0 For first article: "Security Auditing -- How Else Can You Know?" Second article (also good for start): "Common Sense Security Auditing"

Operations Navigator’s Management Central is the tool.

You could also check out some of the tools provided by Help Systems at http://www.helpsystems.com

Some resources for finding tools such as those provided by Help Systems at http://www.helpsystems.com would be the iSeries Network http://www.iseriesnetwork.com — look for the link to their product directory. You could also check out the MC Press On-Line Showcase Buyers Guide at http://www.mc-showcase.com/members/mcpress/showcase.nsf/VendorDirectory!OpenForm

Are you asking because your company is installing iSeries systems for the first time or because you’ve moved into a systems administration position where systems have been in place for a while?

A network of existing systems quite possibly already has procedures in place and possibly a variety of tools. Your task would be to locate them and learn them before looking anywhere outside.

A new installation would be a very different task — especially if a “new to the platform” person is put in charge of configuration management.

Some more background on the environment would be very helpful.
