Not sure about SYNORIO, do you mean SYNON?
SYNON was a company that created a CASE (Computer Assisted Software Engineering) tool called Synon/2e many years ago. In it you basically described your database, relationships and validation rules and it would generate the bulk of the programs you needed. You could then add your own code to the generated programs through "user points".
Synon were eventually bought out by Sterling Commerce and the name of the product has undergone a number of name changes. Currently it is owned by Computer Associates and goes under the name of CA 2E at the moment.
