Is it applicable to modify in journal receiver content? and if it is applicable who has the authorization to make this modification? and how to detect who do such modification

Short answer: It can’t be done – system integrity wont allow updating or deleting of journal receiver entries. You are talking about an operation that is prohibited by the object type. And to be honest I doubt even IBMs Rochester labs (that built the OS) have tools that would enable someone to do that. 

But if they did – and somehow managed to get the tool loaded onto your system, then they would probably arrange things such that it couldn’t be detected or controlled by authority. But then the universe would collapse. 🙂
