
It really depends on the industry. I work in the healthcare industry and it really is more cost effective for us to produce and maintain our IT ourselves. More and more healthcare software is being deployed as hospitals and staff become more technologically dependent and savvy. Doctors submit prescriptions by computer instead of illegible scripts. Nurses are able to verify and cross-check them by the same software. I take care of backups of data from the servers these applications use and we have a growing IT department as more techonology is deployed, so it is a good and safe place for a job in IT here anyway. I imagine many other industries are cutting back and finding solutions in the cloud or outsourcing to save costs and those solutions are becoming more viable for many. So far it just makes more sense technologically and financially for us to continue to run the show ourselves as much as possible. We have many talented software programmers and admins who know our customer base and needs inside and out which helps us develop our own solutions more effectively than outside sources.
