		<description><![CDATA[What version of Windows is running on the Compaq Server? 
Was the Client Agent previously installed on this system?
Try uninstalling, restarting the system, and then reinstalling.
Check the Client Agent log.
I&#039;ve not used ARCserve 2000 in years so this path might be a little off but should be close enough for you to find it, or just do a search.

		<description><![CDATA[Whilst I know this reply is pants it will give you something to read whilst the smart replies come in.
CAUSE
This is for the 7031 error and this issue may occur if the server is infected with the Code Red worm or a variant. The worm can cause the IISAdmin service and other services that depend on the IISAdmin service to stop. 
RESOLUTION
To resolve this issue, you must remove the worm from the computer. A tool is available to remove the back door that is created by the Code Red II worm. For more information about this tool, visit the following Microsoft Web page: 
Tool to remove obvious effects of the Code Red II worm (http://www.microsoft.com/technet/security/tools/redfix.mspx)
Contact the vendor of your virus protection software for information about how to remove the worm from the computer.
Forgive me if your updates are in place and AV is working fine.

Make sure the service account is set up properly to log on as a service and that it has at least backup operator priveleges. Try changing the password and then chaging it in the service startup properties.

Check the Windows event log for more info - it may give you a better clue.

Check CA&#039;s support site - the knowledgebase still has Arcserve 2000 info.
