This commands disables fast-switching on that interface. So fast switching is disabled on this interface and every time a packet arrives at this interface cache is not referred to. So with this command you achieve per-packet load balancing. However, this is slow as compared to when route-cache is enabled, resulting in per-destination load balancing. This delay however is not noticeable to users.
