As per my understanding it is an index to show the number of defect per page of an application ultimately deriving to the number of defect pr unit, per module and in overall application. This index reflects the overall quality health of the application. The value lies in between 0 and 1 where 0 is extremely poor quality and 1 is the ideal value. In real scenario no application will have the value 1 as long as it is under testing.
