*ALLOBJ and *SECADM
Is there a report to get all the users that have authority levels like *ALLOBJ and/or *SECDADM

Probably .. and there is some file which contains those.
But you can use DSPUSRPRF *all type(*baic) to an outfile
Special authorities UPSPAU A 150
Then query/400 on the outfile.

GO SECTOOLS
Sroll down through the list of reports until you find the "User Profile Information" report.
Use the option to select by *SPCAUT and then on the next prompt screen enter the authorities you want to look for.
