Hi - unless you're in a hosting environment (very special circumstance) you will want to just keep one Global Address List (GAL) and add multiple Address Lists (ALs). In Exchange System Manager (ESM) expand Recipients, and right-click All Address Lists. From here you can create a new Address List and define the criteria that will populate the AL.
