Can AD only lock accounts that pose a threat - with regards to a virus that locks accounts? I found a w32.downadup.b virus on the domain and it locks all accounts in AD. How can i configure AD to ignore the accounts that are not posing a threat?

You cannot easily configure these types of exceptions in AD. See my answer to your other question. The best thing you can do is take infected machines offline ASAP so that the account lockouts do not occur.
