Accessing my Hotmail account from France

I just spent a few days in France but was unable to access my Hotmail account (hotmail.com). This happened last year too. I was told my account didn't exist! I was referred to a Hotmail.co.uk account which I don't have! (although some months ago I got some info about a hotmail.co.uk address but never opened an account). So I opened it in France a new account (Yahoo.co.uk) in order to recover my Hotmail acc.I created a new password for Hotmail.com yet this didn't allow me to access the account. Strangely when I came back to London it worked with the new password! I would like to understand what's happening as I believe that I should be able to read my mail anywhere in the world. Also now that I am back in London I can't anymore access the alternate account that I had opened in France (yahoo.co.uk).
