 accessibility issues with IE
I recently enabled accessibility/magnifier to demonstrate the functionality to a user . I launched IE to demonstrate how magnifier worked. The IE window was reduced in size as expected and the magnification tool displayed on the top half of the screen. When I disabled the magnification feature all opened windows ( and any others) returned to full screen except (of course) IE. Now with accessibility turned off IE will not expand to full screen and has retained the setting used for magnification occupying the lower half of the screen. I'm sure the registry is holding a setting and could be hacked but is there something I missed when disabling accessibility? The computer was of course rebooted after the changes - no change in the problem. Accessibility was enabled again and disabled with no change in the problem.

Not sure this will resolve your issue but it's worth a try. Click on the "e" in the upper left corner of IE then select "size". Drag the window to full screen then click your maximize button. Hope that helps... I assume you are using win xp,you’ve got to try system restore
