Access to Windows 7 problem

Issue: 
I have a Windows 7 laptop. 
It has a disabled Administrator account. 
The other admin account on the laptop has also been disabled. 
The only login working is a power user. 
Problem:
I cannot login as admin or login as an admin user. 
I can't change the administrator account to enabled or re-enable the other admin user account. 
In fact, I can do very little with the computer! 
Question:
Is there a simple answer out there? 
Can I enable the administrator account without admin rights in the first place? 
Hmmm...help me if you can.

Download and burn the new HIREN’s disc (it’s free). It has linux based tools to help with this issue and can activate and remove any passwords from accounts outside of windows to let you back in.

Also it’s just a generally useful tool.

    If you have a Windows 7 installation DVD (not a recovery DVD) you can boot the system with it. Select the default language, then choose "Repair your computer". Then select "Command Prompt". At the command prompt type: net user administrator /active:yes [enter] Remove the DVD, reboot the computer, and log into the built-in Administrator account.

    Sounds dodge to me...It seems as though you have no permission to that laptop wherever you've got it from????..........The original user(if their was one) may very well know the password for admin user... but until then...both suggestion from Tchin and Erroneous will very well get you going..
